Description
The Citizens Foundation is seeking an experienced Procurement Lead – Fleet Services to manage the end-to-end procurement, contracting, vendor management, and operational coordination of the organization's nationwide fleet portfolio within Supply Chain Department.
The role will be responsible for managing strategic relationships with Oil Marketing Companies (OMCs), vehicle tracking providers, vehicle manufacturers and dealerships, repair and maintenance vendors, restoration contractors, and other fleet-related service providers.
A key responsibility of the role will be leading large-scale vehicle restoration project involving simultaneous restoration and refurbishment of vehicles across multiple cities and vendors while ensuring cost control, quality compliance, project timelines, and operational readiness.
The ideal candidate should possess strong commercial acumen, vendor management capability, project management skills, and hands-on experience managing fleet-related procurement and services.
Fleet Procurement & Contract Management
- Manage procurement activities related to:
- Vehicle acquisition and replacement
- Fleet maintenance contracts
- Vehicle restoration projects
- Fuel management programs
- Vehicle tracking systems
- Spare parts procurement
- Fleet-related services and contracts
- Lead sourcing, bidding, evaluation, negotiation, and contract award processes.
- Ensure procurement activities comply with organizational policies and governance requirements.
- Drive value-for-money procurement while maintaining required service levels.
Strategic Vendor Management
- Manage relationships and contracts with:
- Oil Marketing Companies (OMCs)
- Vehicle tracking service providers
- Automobile manufacturers (ICE & EV)
- Suzuki 3S dealerships
- Local repair and maintenance workshops
- Restoration contractors
- Spare parts suppliers
- Fleet service providers
- Responsibilities include:
- Vendors’ Performance evaluation
- Cost benchmarking
- Contract renewals
- Vendor development initiatives including EV
- Resolution of service failures and escalations.
Fleet Restoration Project Management
- Lead large-scale fleet restoration projects involving:
- Simultaneous restoration of multiple vehicles across Pakistan
- Coordination with multiple restoration vendors
- Project planning and execution monitoring
- Budget management and cost control
- Quality inspections and acceptance processes
- Progress tracking and reporting
Operational Coordination
- Coordinate with:
- Fleet Operations Team
- Finance
- Procurement
- Logistics
- Administration
- External Vendors
- Ensure timely execution of:
- Vehicle R&M and parts contracts renewal
- Restoration Projects
- New vehicle Procurement
- Vendor payments and contract administration
Reporting & Performance Monitoring
- Develop and maintain reporting on:
- Vehicle restoration progress
- Payment tracking
- Contracts repository and renewals
- Procurement savings
- Provide regular management updates and project dashboards.
Required Skills
- Knowledge of fleet procurement, vehicle maintenance, and repair services.
- Experience managing fleet contracts, vendors, and service providers.
- Strong commercial negotiation and vendor management skills.
- Ability to manage multiple projects and stakeholders simultaneously.
- Understanding of vehicle restoration, refurbishment, and lifecycle management.
- Strong analytical, problem-solving, and cost control skills.
- Excellent planning, coordination, and follow-up capabilities.
- Proficiency in Excel, reporting, and performance monitoring tools.
Education
• Bachelor's degree in Automotive / Mechanical / Industrial Engineering, Supply Chain,
Business Administration or related discipline.
• Professional certifications in Procurement, Supply Chain, Project Management, or Fleet
Management will be an advantage.
Experience
• 4–6 years of relevant experience in fleet procurement, fleet management, automotive
services, contract management, or related functions.
• Experience managing vehicle maintenance and repair vendors.
• Experience negotiating service contracts and managing supplier performance.
• Experience managing multi-location projects and vendor networks.
• Exposure to fleet operations or transportation environments will be preferred.
