Description
The Manager Projects – Repair & Maintenance / Project Manager will lead the planning, execution, monitoring, and timely closure of Repair & Maintenance (R&M) projects across TCF’s nationwide network of 2,000+ schools. The role is responsible for ensuring R&M projects are awarded, executed, and completed within approved quarterly targets, budgets, and timelines; leading the Maintenance Quality Index (MQI) process; and monitoring contractor quality and performance. Working in close partnership with the Costing & Budgeting, Engineering, Accounts, Procurement, and QA/QC teams, the role contributes valuable project-level inputs and field insights that support effective planning and budgeting.
• Lead the planning, execution, monitoring, and timely completion of Repair & Maintenance (R&M) projects across TCF’s nationwide network of 2,000+ schools, managing the full project cycle each quarter — from planning and awarding through execution, billing coordination, and closure — in line with approved quarterly targets• Monitor project timelines, budgets, and progress to ensure R&M projects are awarded and completed within approved schedules, costs, and quality standards, proactively coordinating with stakeholders to resolve delays and execution issues
• Review additional claims, variations, and cost-related matters arising during execution, working closely with the Costing & Budgeting team by contributing project-level inputs, field observations, and practical planning insights that support the budgeting process
• Lead the Maintenance Quality Index (MQI) process end-to-end — coordinating with Engineers and ACMs, consolidating survey findings, and translating them into actionable R&M planning requirements within defined timelines
• Conduct regular field/site visits to monitor execution, assess site conditions, identify bottlenecks, and ensure work progresses according to approved scope, quality, and budget
• Develop and maintain a Contractor Quality & Performance Matrix (QA-C Matrix) and a Contractor Performance/Awarding Matrix to track contractors on quality, timeliness, and overall delivery, using this data to inform contractor selection and engagement decisions
• Track pending, delayed, and incomplete projects and drive timely corrective action to minimize carry-forward projects and budgetary lapses
• Maintain accurate project documentation and prepare periodic status reports for management covering progress, budgets, contractor performance, and closure position
• Coordinate closely with Engineering, Costing & Budgeting, Accounts, Procurement, QA/QC, and other field stakeholders to ensure smooth project execution and timely closure
Required Skills
- Strong project planning, scheduling, and execution management across a large, multi-site portfolio
- Working knowledge of MS Project/Primavera for planning and monitoring
- Contractor and vendor performance management, including quality evaluation
- Budget and cost-variance monitoring, with close coordination with the Costing & Budgeting team
- Strong quality assurance orientation, including managing the MQI process
- Effective cross-functional coordination across Engineering, Costing & Budgeting, Accounts, Procurement, and QA/QC
- Strong field monitoring, site assessment, and problem-solving skills
- Proficiency in MS Excel/Power BI, with good report-writing and communication skills
- Willingness and ability to travel extensively across Pakistan
Education
BE / BSc in Civil Engineering from a PEC/HEC recognized university.
Experience
8–10 years of progressive experience in construction/project management, including significant experience executing and monitoring a multi-site repair & maintenance or civil works portfolio, with exposure to contractor and quality management
